Are managers embarassed by their people skills?

Isabel Nicholson posted an interesting point on this story:

She suggested that some managers won't pay to train subordinates in people skills, because they are afraid that trainees will learn to cut a better deal at work and / or outshine them. Does anyone know of any research or material on this?
