Some years ago I saw a quotation that went something like:
"Every time we believe we understand what we are trying to do and how we are organised to do it, our leaders change everything"
the attribution was something along the lines of
"Marcus Lucius
Optio
XXI Legio"
Does anyone know the real one?

This is similar
I don’t recall that quote but it reminds me of a similar one.
We trained hard . . . but it seemed that every time we were beginning to form up into teams we would be reorganized. I was to learn later in life that we tend to meet any new situation by reorganizing; and a wonderful method it can be for creating the illusion of progress while producing confusion, inefficiency, and demoralization.

That is indeed the one, I saw it about 15 years ago so my memory of it was kind of vague.
Pity it is so disputed, when I saw it it was claimed to be graffiti.

Use this one often.
I use this often and have always acknowledged Gaius Petronius (d. AD 66), Roman general, author of “Satyricon”, forced by Nero to commit suicide as the author.
