There are many definitions, but from an L&D perspective it boils down to the capacity of being able to do something. In other words, when given a task to do, can the person do it? If yes, then they are capable in that moment of doing the delegated task. If not, then they are not capable. Lack of capability could be due to lack of competence of the tasked individual, or it could be due to a lack in their environment such as a missing spare part that means they cannot complete the delegated task.
