White Paper- "Making e-learning work"

In the latest email bulletin from the training zone there was a link to a whitepaper from e2train entitled "Making e-learning work: How to make sure everybody completes your e-learning courses". I was wondering if anyone else had read this paper and what they thought of it.

Personally I found it to be a poorly written paper with obvious contradictions in the executive summary, claims with no backup evidence and statistics with no supporting evidence or sources.

I don’t know if I’m expecting too much from a White Paper but I thought I would ask around to find other people's thoughts.
