Feudal sandwich
The present climate is helping to put managers in a very difficult position.
A manager is traditionally the whipping post of the bosses, he has to do the bidding of they that demand and keep those below in tow.
Nowadays, those below have been given too much protection thus making "improvements" to certain departments economically unviable to the smaller company fiefdoms and managers are being made aware that they are to keep Xs to a minimum and thus not making any waves by bidding farewell to those that should be seeking employment elsewhere.
So the humble manager is no longer permitted to keep those below in tow, hence a rocking of the boat causing mini Tsunamis right way through the corporate companionways.
Not taking a holiday = taking a pay cut!
I'm taking 3 holidays this year. I'm confident my team can deal with whatever they need to while I'm away. They have not only the responsibity, but also the authority to solve problems.
And besides, the holidays that I get are part of my salary package and to not take them is to take a pay cut and short change my family.
