I used to have a simple format of I L U to capture training requirements in a table or spreadsheet for a department or function.

It gave each person's current ability level by competence/skill. Anyone who had a closed box was seen as capable of training others.

Does anyone have the guidelines for line managers which they could send me?

Capability Matrix Presentation

This is an excellent presentation on the subject which I am certain should be able to help you. Whilist they don’t use the ILUO system they do use the Capability Matrix format, definitely worth your time to take a look:
