An article in an issue of last week's Washington Post relates to the Blackboard.com website where anyone can design their own online learning course and offer it to anyone using the site. So far, more than 9,000 courses are available and it's growing every day.

Yes I think that the Training Zone would be an execellent forum for educators and trainers to develop online courses, and put these online. Whether for commercial purposes (charging for the courses) or for free, it would be a good start.
