An independent report by the Institute of Employment Studies has come out in favour of the New Deal initiative. The report emphasises:

- the flexibility of the new arrangements for young people and for employers,
- the degree of collaboration between the partners involved on the ground,
- the pivotal role of the Employment Service Personal Advisors in gaining the confidence of participants.
