These Development programmes typically promote and carry forward improvements in the design, management, organisation and delivery of education, training and employment services, including innovation and preparation, pilot testing, pump-priming and implementation initiatives.

strategic priorities for action in the fields of education, training, lifelong learning and employment
related 2000-01 development programmes.
